Does anyone know if it was possible, circa 1909-1910, to be processed in 
New York harbor as an immigrant other than through Ellis Island?  A search 
for a couple of related families with different surnames arriving at 
different times on different ships, supposedly through Ellis Island, has 
turned up blank.  Apparent proof of the arrival there is a photo of one of 
the families with the Statue of Liberty in the background.

Could passengers disembark from a ship at one point and be conveyed via 
local transportation systems to Ellis Island for processing?

If it was only one, it could be assumed there was a missing log book but 
this involves 2 different families and arrivals at different times on 
different ships.

Any suggestions?
