Hi Gail,
the "Einwohnermeldeamt" of a community is in charge for this.

Many of the municipalities still have he originals. They can provide
fotocopies. Others have microfiches but no copier and send written
extracts.
The system was started in the Cologne area, when Napoleon
issued his "Code civil" (about 1800). Since then you also find the
house-numbers (4711 - Eau de Cologne, has its brand from its
house-number).
