The good news is that you can search parish records from the Tuchin / 
Tuczyn / Tutschin region on line by using Item #1 links at:
http://sggee.org/Databases

Microfilmed originals can then be viewed at your nearest LDS Family History 
Centre.

The bad news is that this data stops with the year 1885.  It might be 
possible to get details from later years depending on availability of 
records with many years and places missing from the records in local 
archives in Volhynia.

As far as I can see, there are no BROSKE listed in these databases but 
there is BRUSKE, a probable alternate spelling.  There were several such 
families in Volhynia.  If Herman had some older siblings, you might find 
their births recorded in these records which would give you the names of 
Herman's parents.  When using the search engine for the database, be sure 
to use wildcard searches as there may be other variants.  For example, you 
might want to search for all surnames beginning BR... to make sure you 
catch other possibilities.
