I can't answer your question as to whether all notes, photos, etc. transfer
when you export a GEDCOM from FTM to Legacy. I am an avid PAF user and have
used the three other popular genealogical softwares a little (I have them on
my computer) just to be familiar with them but don't use them much. Sorry,
can't answer that question. Maybe someone else can.
