[Ger-Poland-Volhynia] Province of Kovno?

Hi everyone! 
  On my g-g-uncle's immigration papers he said he was from Province of Kovno. I took this to be a misspelling of Rowno = Rovno = Kovno. His Ellis Island papers say he was from Rowno. Am I right? I was wondering because now in reading some of the Journal articles (ie. "The German Question") I have seen references to the Province of Kovno. Is it a different place than Rowno?
