Hello Lloyd,
no, nothing like that. In the Russian Empire, Volhynia had no state of 
autonomy like the Kingdom of Poland, the Grandduchy of Finnland or even 
the Baltic provinces with their traditionally German administration, but 
was just a gubernia (administrative unit) with the governor not being 
elected but appointed by the Tzar. Of course towns within the Volyn 
gubernia had - like others - their flag and coat-of-arms.
