yes, it sounds like that. The cyrillic spelling is 'руки вверх' [rooki 
v'vyerch]
рука [rooka] = hand
руки [rooki] = hands
в [v] = in, to, into
верх [vyerch] = upside
вверх [v'vyerch] = up (to the upside)
