    Russian for hand(s) = ruka and up = vyerkh, so you are pretty close.  Combined they would roku vyerkh or hands up.

  I am working on the book about my parents and my father describes an incident 
  of being captured by Russian soldiers:

  It sounds like  "Rookiverka" and means "put your hands up"

  Does anyone know the correct word and spelling?
