Joe,

Assuming I found the right location south of Ternopil, I can say without reservation that this region has never been part of Volhynia.

If you use the MapQuest map as linked from ShtetlSeeker, look north of Ternopil to the northern border of Krementsky Rayon.  That is approximately the original southern border of Volhynia province.
