The Memorial Historical, Educational, Human Rights and Charitable Society
operates in a number of post-Soviet states recording and publicizing the
Soviet totalitarian past, promoting human rights and preventing loss of
civil liberties.  They operate a web site (in Russian) at
http://lists.memo.ru which lists 2.6 million people who were deported,
killed, sent to gulags during the Stalinist and Khruschev regimes.  The
records include the forced collectivization of farms in the Ukraine
(1932-1933), the great terror (1937-1938) and forced banishment to
Kazakhstan during WWII.  The records only include a small percentage of
those victimized but is more complete than anything else I've come across.
If you do find relatives on these lists it is possible to get the actual
records but only in person or with the aid of a someone in the Ukraine or
Russia who has been given power of attorney.
