This is all to the good.  While I am not thoroughly enamored of the book
(I think it raises a lot of questions without answering them--although
that's not so bad either if it stimulates further research.) I would only
plead that the translation be made from the original, not from the German
translation.  The latter cut some corners, like leaving the footnotes in
Ukrainian.  I don't have the book with me right now (I'm not at home), but
as I recall it has no index, or at best an unsatisfactory one.  If I'm
right about this, I'd recommend that someone do an index for it, with
Kostiuk's permission.

Otherwise, this is indeed a great idea. I believe that LaVern Rippley is
still at work translating Dietmar Neutatz's "Die 'deutsche Frage' im
Schwarzmeergebiet und in Wolhynien." If that ever does get accomplished
(I've been pushing it for over 10 years), and it were joined by Kostiuk's
book, we'd have a lot of much-needed information IN ENGLISH!
