Hello Jack,
I think LEIR is an americanized version of LIER.
There is just on LEIR entry in the German telephone directory and he seems to be of Russian origin:

    LEIR Vitalij
    Grollmannsweg 14
    44357 Dortmund
    phone (02 31) 9 26 97 41

but 1046 LIER entries.
