As Jerry pointed out, there were many Germans living in that area. I
personally know of many Mennonites living near Graudenz.

You mentioned two villages which are named according the SGGEE location
guideline as:

Gross Nebrau (Nebrowo Wielkie), Kwidzyn, Pomorskie, Poland

533852

184535

Osterwitt (Ostrowite), Tczew, Pomorskie, Poland

534324

184357

Both are laying near Neuenburg i. Westpr.

When you want to know where the frontier between Prussia and Congress Poland
was laying between 1815 and 1918, please consult the old German of 1902 map
found here:

http://igrek.amzp.pl/mapindex.php?cat=ME300

and chose the map Q 54 Marienwerder Kwidzyn.

Gr. Nebrau (E of Neuenburg) on the map is Gross Nebrau.

Greetings from Hamburg
