[Ger-Poland-Volhynia] Novohrad what place?

Someone may have a better answer,  but here is my take.

If I said that I was born in Los Angeles, California, it is unclear if I 
was born in the City of Los Angeles, the County of Los Angeles, or in 
one of the many small cities that surround Los Angeles.   I think that 
the same analysis can be make of any location noted that is a large town.
