Lots of German names have male / female equivalents.

Paul / Paulina;  Joseph / Josephina;  Albert / Albertina;  etc.

Usually it is the female name that is modified to make it feminine.  In this case (an uncommon male name but never-the-less seen before), I think we have the opposite with Reginald / Regina.  Both have Latin origins where Regina = queen and Reginald = queen's advisor.

I don't think the name is origin based.  Best guess is that he may have been named after a nobleman respected by the family.
