There are many photos in various collections in Library and Archives Canada that can be searched by location and subject - obviously not for every area in the West, but who knows, you might find something of interest.  i also searched for Russian, Russian Polish, Russian German (although you get a LOT of WWII photos if you only check German!))

The Western Development Museum has branches in Moose Jaw, Saskatoon and North Battleford.  They acquired a lot of photos and collections of western material from Library and Archives Canada, as well as their own stuff from Saskatchewan pioneers.  Might be worth a look for photos and other documents.
