Kris,

Since both Ludwig Kelm and Emilie Ziebart are common names, though not 
necessarily combined with the birth date range you have, you might push 
a little on the Georg and Gottlieb Kelm who lived in the Neepawa region 
as well. Look at the 1916 Canada census for each of these Kelms. Where 
were they? What are their wives' names? Look for ship manifests. Look at 
neighbors who homestead nearby and also come from Volhynia about the 
same time. Often relatives or neighbors over there traveled to the New 
World together. Look for births and marriages of Gottlieb and Georg Kelm 
in Volhynia. Do the same wives' names show up? Look for births if they 
immigrated with children. If they are related to Ludwig, some of this 
other information might provide you with new clues.
