Could be a useful reference. 434 pages all in Russian,   it's title:  
    GERMAN TOWNS IN THE  RUSSIAN EMPIRE GUIDE
                            MOSCOW 2006
 
The first few pages describe a bit about the German 'villages' or  
'colonies' from 1760 on.    It is a pain getting Google to  translate (need to 
copy/paste PDF page at a time to the translate box) but it is  an interesting 
read.
 
The first list page shows village names and it's population  in a given 
year.   It does
NOT show location,  only that the villages are listed by  province -  
making it hard to search if you can't read  Russian.   But this may be of use to 
tenacious researchers
