[Ger-Poland-Volhynia] Document help

Anyone:

One of my tour members has sent me a departure document in German script, dated 1913.  It lists Tallgart (and a variant) as the birthplace and a name I can't make out at all as the kreis, something like Leckau.  I don't recognize either the birthplace or kreis name as being in volhynia, but perhaps its because my reading of German script is practically nil.  I'd be happy to send the scan your way if you can help.  Thanks.
