Thank You Albert and Sigrid for the info, now I believe I understand how the records work now, it makes it hard if you are not able to read the language,

The record (in Russian) for the marriage is at

It states clearly that he was residing in Grabow, Rowno but that he was
born in Zhitomir parish.  Dad is Johann.
He is said to be 23 years old, so born about 1872.
