I happened to notice on the FamilySearch site the indexing of the above noted records is 34% complete. 
 
They indicate "No restrictions are associated with this collection. The completed index and links to digital images will be freely accessible online to the general public when the collection is published."    

It seems that permission has now been granted by the Archives for the LDS to index and post the images online to the general public.

If anyone has time and can read German script, I would suggest sign up and help with the indexing.  This will speed up the process and allow people to view the images online and at home.

Presently one needs to either attend at a Family History Center and have a LDS volunteer sign on to see the image, or order in the film.
