[Ger-Poland-Volhynia] Polish Land Section

I have never seen the expression "Polish Land Section". 

There are the TERC number where 18 means PODKARPACKIE województwo and 1801
bieszczadzki powiat. The next level of gminas has no 100 but only 032, 052,
084 and 085.

The list of all polish villages (Produced by the cartographs)  uses two
numbers: six digit identyfikator PRNG and seven digit identyfikator
zewnętrzny [SIMC].

I cannot find any clues there.

I wonder where Sieg has seen that long number?
