[Ger-Poland-Volhynia] Kupel, Wolyn, Poland

I have two questions.  Am I in the right location and whom do I write to for 
birth and marriage records.

My grandfather Julian GOLINSKY (1888), grandmother Antonina CZAPSKA (1891) 
and aunt Catherine (1912) were born in Kupel, Wolyn, Russia according to the 
ship manifest.

I believe they were born in the village of Kupel located north and between 
Sarny and Olevsk at 5126 2734.  On the Atlas of Modern Jewish History is 
looks like Kupel was located on the eastern border of Volhynia.  Currently it 

looks like Kupel is located in the Rivenska Oblast (near the Zhytomyrska 
Oblast border), Rokytnyansky District.  Is this correct?

I have found the Archdiocese of Lviv, Diocese of Lutsk (Bishop Markian 
Trofymjak, 43016 Lutsk, Katedralna str., 17 +380 (3322) 746-59), Deanery 
Rivne 
(region of Rivne), Kupel Chaple of St. Michael Archangel on the Internet.  Do 

I write to the Chaple or the Deanery or the Diocese or the Archdiocese?  The 
Archdiocese has mass in English, Polish and Ukraine.  Do you think I can 
write to them in English? oops!  third questions :-)

Any help would be greatly appreciated.
