[Ger-Poland-Volhynia] Meaning of national bourgeois

The phrase, "national Bourgeois" seems to be used historically in 
distinction from "capitalist Bourgeois".   The phrases appear in the same 
paragraphs.  The distinction is however elusive because I could not find a 
literal description for either.
