What is this statement intended to provoke? Every country has rules and laws
which provide restrictions on immigrants entering their country. Does the
writer know what the restrictions are for other countries, so that
comparisons can be made.

Dear Listers,
 
This warning appeared in three languages (English, German, & ?) on a
document given to some distant cousins of my husband who were
German-Russians immigrating to the United States.  The bold-face lettering
is on the  document.  (A couple of words are hard to read).  
 
Let's see, what does it say again on the Statue of Liberty???  Linda

SPECIAL NOTICE TO PASSENGERS 

All alien passengers arriving in America are inspected by the United  States

authorities before they are allowed to  land.  No person who is Insane,  
Imbesile, Deaf, Dumb, Blind, Crippled, or otherwise infirm, or suffering
from  
trachoma, tuberculosis, Iavus(?), or any other contagious disease, will not
be  
permitted to land; nor any person without money or baggage or in any way
liable  
to become a public charge, nor any person who has been an inmate of a
prison, 
 poorhouse, or workhouse, or any charitable institution.  Nor will any alien

passengers coming to  America under (contract?) to work for  any person,
firm, 
or corporation be allowed to land.  All such passengers are sent back.   

No children under 16 years of age will be permitted to  land, unless in 
charge of or coming to their parents residing in this  country.
