[Ger-Poland-Volhynia] Passports

I have in my possession a page out of the Polish passport (1914-1918) of who
I think may be my great-grandfather.  It has his picture and the passport
number is clearly written on the back.  I thought it would be an easy matter
when I was in the Wloclawek Archives a few weeks ago to ask to see the
passport application, or whatever information they may have attached to that
passport.  I needed more information to confirm that he is the person I
think he is.

I was told that the passport information in the Archives is not organized
and it would be almost impossible to find any information on that passport.
I do not know if this was the truth or an excuse to avoid trying to find the
information but given the service level was low, it is possible that the
second reason may apply.

I share this experience and hope that someone may have more positive
experience to relay that will give me hope in the future.

I have been reading the emails regarding Russian passports, etc.  Does
anyone know if passports were required in Poland during the period
1905-1926.  It is my understanding that Poland was under Russian rule until
WWI.

If passports were required, where can one locate information about them.
