You may be getting the JewishGen website confused with the Odessa3 website 
which was commonly call the pixel website.  There are birth and Marriages on 
the JRI-Project, but it contains only Jewish names.

St. Peterburg's files for Volhynia up to 1885 are on the 'Databases Links' 
on the left side bar of the opening page at SGGEE.org
