Earl,

I don't use Outlook, but I think, you can try "playing" with the charset 
settings. Often Outlook guesses the wrong charset and displays the 
characters incorrectly to the recipient even if the underlying data is 
correct.

Werner's message was send in iso-8859-1. Your Outlook setting is 
probably us-ascii? Open the message that looks garbled and choose View 
(menu) -> Encoding (submenu) -> Unicode (UTF-8) or iso-8859-1 and see if 
that resolves the issue.
